When I was a New Orleans police officer, the legislature often changed laws and we as a police force had to adapt. Otherwise, any arrests or charges would be ruled illegal, something I also decided as a criminal court judge.
If there are businesses in the French Quarter-or really any business or property owner in New
Orleans-who is concerned about people possessing firearms on their premises, Louisiana
law(RS:14:95,et al) and RS:40:1379.3,et al) already allows them to prohibit or restrict access of those persons lawfully carrying a firearm on their premises.
Under the law you can post a notice prohibiting weapons on your premises, as rightfully recently pointed out by the Louisiana Restaurant Association in this sample placard.
Rather than wasting time and resources playing ju-jitsu with the law, all interested stakeholders should get together and in good faith and with an open mind, work through the concerns, issues and consequences, both to public safety and the economy, of the enactment of the permit-less carry of firearms.
Until then concerned citizens have a right to post these notices.
